The Capital City of the Isles, Dunwall is the heart of the industrial awakening. In the wake of her death, a new regime has risen to enforce strict rule of law and shield parts of the city from a mysterious new disease that threatens to tear Dunwall apart.
An Empress is murdered, her daughter and only heir is kidnapped, and her loyal bodyguard stands accused. The Royal Spymaster appoints himself Lord Regent and rules the city with an iron hand. The wealthy elite live a life of comfort, safe from disease while the poor are overrun with plague. In Dunwall, conspiracies unfold at every turn and the truth is as murky as the waters that surround it.

One of the earliest known cases of the plague was reported to be an innocent young boy. Very little is known about the disease that that is now sweeping the city. It is said to be spread by rats, although these carriers, large and aggressive, are no common sewer vermin. Once infected, victims soon grow weak, ill and highly contagious. Common symptoms include bleeding from the eyes, hence the name “Weepers”. The Lord Regent is determined to contain the plague by any means necessary, patrolling the streets with armed, mechanized sentries and enforcing quarantines and strict curfews. The Boldest Measures Are the Safest.

The Abbey of the Everyman is a religion founded upon the principle belief that the universe is unknowably vast and swarming with all manner of dangerous spirits and forces, most of which are hostile to man’s existence. Within the Abbey is a military faction comprised of Overseers, who are sworn to combat those who associate with the Outsider. They are also said to use ancient techniques that can negate supernatural gifts.
